ON-LOT SEPTIC SYSTEM RESIDENTS:

The North Cornwall Township Board of Supervisors will be transferring the administrative duties associated with the Sewage Management Program to the Lebanon County Planning Department. As you are aware, this program requires every property owner in the Township to have their septic tank(s) pumped every three (3) years. The Planning Department will be sending out notices and administering all aspects of the pumping program on behalf of the Township.

Currently the township is divided in to three pumping districts, with each district required to pump in subsequent years (ie: one district in 2014, one district in 2015, one district in 2016 and then repeating). The Planning Department will be combining all three districts into one year beginning in 2017. Therefore, if you are currently scheduled to pump in 2015 or 2016 you will not be getting notified by the Township nor do you need to have your septic tank pumped (unless you have a small tank and/or it needs to be cleaned out). This will ensure that all three districts will be on schedule to have their treatment tanks pumped during the new three year cycle commencing in 2017 and every three years thereafter (ie: 2017, 2020, 2023, etc.). To maintain accurate records of compliance with the required three-year schedule, the municipality and the Lebanon County Planning Department will only recognize pumping to be in compliance with the ordinance if it is done in the year assigned. Treatment tank pumping performed in years other than the required year does not exempt the resident from pumping and filing a report form in the year required by the municipality or the Planning Department. Therefore, property owners should make plans to have their tanks pumped and their onlot systems inspected in the year assigned unless more frequent pumping is necessary for the proper functioning of the system.


Currently, the Planning Department charges a thirty dollar ($30) fee for each time the septic tank is pumped. The thirty dollar ($30) administration fee is required for maintaining the sewage management report records, notifying residents and administering the Sewage Management Program Ordinance. This fee is set by the Lebanon County Commissioners; the Planning Department and the Township have no control over the fee amount.

In the spring of 2017, you will be receiving your first notice from the Planning Department explaining the pumping process. You will be sent a report form which needs to be completed and returned to their office along with the administrative fee. All checks should be made payable to the "Lebanon County Planning Department". North Cornwall Township will no longer be accepting report forms or payments pertaining to the pumping program.
